How does democracy produce an accountable, responsive and legitimate government?

Answer :
A) Accountable government : Accountable government is a government which is answerable or required to justify its answer or decision. In a democracy , government are answerable to the people as they have to justify their actions inn front of people’s representatives.

B) Responsive Government : Responsive government is a government which responds positively to the needs and the aspirations of the people . A democratic government takes decision through norms and procedure. They take only that decision which will be accepted by the people . People can also take part in the decision making procedure. So people can also know if there decision has been taken by following the right procedure.

C) Legitimate government : A democratic government is a legitimate because it is people’s own government. It is the government which is formed by its own representatives.

Class 10 Political Science Chapter 7 Question 2 :
What are the conditions under which democracies accommodate social diversities?

Answer :
1. It is necessary to understand that democracy is not simply rule by majority opinion. The majority always needs to work with the minority so that governments function to represent the general view. Majority and minority opinions are not permanent

2. It is also necessary that rule by majority does not become rule by majority community in terms of religion or race or linguistic group, etc. Rule by majority means that in case of every decision or in case of every election, different persons and groups may and can form a majority.

Democracy remains democracy only as long as every citizen has a chance of being in majority at some point of time. If someone is barred from being in majority on the basis of birth, then the democratic rule ceases to be accommodative for that person or group.

1. Industrialised countries can afford democracy but the poor need dictatorship to become rich.
Answer :
No, the statement is not true. The economic development of a country doesn’t depend only democratic government, it also depends on several other factor like country’s population, size of country , economic policies followed by the country ,etc

2. Democracy can’t reduce inequality of incomes between different citizens.
Answer :
Yes , it is true that democracy can’t reduce inequality of incomes between different citizens. Most of the democracy have failed on this issue . In many countries democracy is there but we have find that a small number of people are highly rich and a large number of people are very poor.

Even in India, democracy is practices since independence, but still 26% of the population us below poverty . Most of the voters are poor . Yet democracy elected government are not much for address their this problem. In Bangladesh more than half of its population lives in poverty. In many other countries people depends on rich country even for food.

3. Government in poor countries should spend less on poverty reduction, health, education and spend more on industries and infrastructure.
Answer :
No , we don’t agree to the statement. Rather the government should spend equal amount money of poverty reduction, health and education and industries and infrastructure because health and education are most important component of development whereas the industries and infrastructure leads to economic development of the country.

4. In democracy all citizens have one vote, which means that there is absence of any domination and conflict.
Answer :
The principle of one vote does not mean that there are nor conflicts in the society or the society is free from any type of domination. No society can freely resolve conflicts but in democracy we can learn to respect the difference and can find a method to settle this once. On the other hand a non-democratic government will turn a blind eye to or supress the internal difference.

At the same time we also see that in democracy the real power are concentrated in the hands of a few leaders who aer generally influenced by the members of a family. So this shows that one vote equal value doesn’t mean that there is absence of any domination and conflicts.

Class 10 Political Science Chapter 7 Question 8 :Read the passage below:

Nannu is a daily wage earner. He lives in Welcome Mazdoor Colony, a slum habitation in East Delhi. He lost his ration card and applied for a duplicate one in January 2004. He made several rounds to the local Food & Civil Supplies office for the next three months.

But the clerks and officials would not even look at him, leave alone do his job or bother to tell him the status of his application. Ultimately, he filed an application under the Right to Information Act asking for the daily progress made on his application, names of the officials, who were supposed to act on his application and what action would be taken against these officials for their inaction.

Within a week of filing application under the Right to Information Act, he was visited by an inspector from the Food Department, who informed him that the card had been made and he could collect it from the office. When Nannu went to collect his card next day, he was given a very warm treatment by the Food & Supply Officer (FSO), who is the head of a Circle. The FSO offered him tea and requested him to withdraw his application under the Right to Information, since his work had already been done.
