Lekhpal – Administrative Officer of a Gram Panchayat

A Lekhpal is a government employee at the panchayat level in the country. A Lekhpal is a Group C Post. It does not comes under gazetted post.

The administrative officer at the gram panchayat level who deals with the administrative issues in the village or tehsil is known as Lekhpal. A Lekhpal is also known as “Patwari” .

A Patwari is referred as “Lekhpal” in some states like Uttar Pradesh. In other state a Patwari is known as Karnam Adhikari Shanbogaru ,etc.

The work of a lekhpal is same as Patwari like maintaining the revenue account of the village land records such as Khasra, Khatauni, Crop production details, etc

Work and Duties of Lekhpal

A lekhpal performs the administrative and revenue related works in a village / tehsil.

A Lekhpal/ patwari performs the land related works like land records, update the land data, mutation, demarcation of land, inheritance status certificate.

He maintains the record of crops in the farmers land (Crop Production Details).

A Patwari / Lekhpal keeps the data of all the land/plot under his area. This data is further used by the government to make schemes for the welfare of the area.

A Lekhpal also resolve the land disputes in an area.

He has to distribute the compensation to farmers affected by flood, drought and hailstones. He informs the tehsil authority about any type of disaster or accidents occurring in his lekhpal halka(designated working area).

A lekhpal helps the villagers to get the benefit of schemes launched by central and state government such as Beema yojana, PM Kisan, swamitva yojana and many more.

Lekhpal is appointed as the supervisor of BLOs and he has to supervise, guide the BLOs in making the updated voter list, addition and deletion of voters, awareness programs regarding voters.

A lekhpal keep all the data related to cattles, pets in the area.

How to Become a Lekhpal ?

To become a lekhpal, one has to meet the essential qualification, Age Limit, Nationality.

The candidate then have to fill the Lekhpal Exam Form when the notification is released by UPSSC.

The candidates will have to clear the exam. A short List is generated for those who have cleared the exam After the result of exam and other processes the candidates gets various post based on their score in their exam. One of the post is Lekhpal after clearing the Lekhpal Exam.

Essential Qualification Required for becoming a Lekhpal

The minimum and essential educational qualification for becoming a Lekhpal is 12th Pass.

The candidate must have passed the class XII from the recognised board / university.

Candidates must know the language- Hindi/Sanskrit/Urdu.

The candidate must have knowledge about the village culture.

Candidate must be physically and mentally fit.

Age Limit : The Age Limit for becoming a Lekhpal is 18 years to 21 years.

Nationality : Only Indian Nationals are eligible to apply for the Lekhpal. The nationality of the candidates must be Indian for becoming a Lekhpal.

After Becoming a Lekhpal

Posting as Lekhpal
A candidates may be posted in Home district or other districts. After Training, lekhpal may be posted in the home district depending on the marks and other criteria.

Promotions after Lekhpal
When a person joins at the post of Lekhpal, then he/she is promoted to upper levels on the basis of his/her experience. A Lekhpal may be promoted to the following Post-
• Rajaswa Lekhpal
• Nayab Tehsildar
• Tehsildar
• S.D.M ( Sub Divisional Magistrate )

UP Lekhpal Salary

A Lekhpal earns an approx. Rs 26000/- per month during his joining . A Lekhpal salary is based on the level 3 according to 7th pay commission.
Basic Pay – Rs 21700
Grade pay – Rs 2000.
Dearness Allowance : 31 % ( Rs 6727) ,
HRA – Rs 800 ( in Rural Areas)
Cycle Allowance : Rs 100
Gross Salary – Rs 29687
Deduction ( N.P.S) – Rs 2042
Salary in Hand – Rs 26845 /- at the time of joining.

UP Lekhpal Exam Details

The Lekhpal Exam comprises of 100 questions , one marks each. There is a negative marking of 1/4. The exam has four sections – General Hindi, Mathematics, General Knowledge, Mathematics.
